The Need

Phnom Penh and its surrounding peri-urban communities continue to experience significant gaps in access to basic healthcare.

Rapid population growth, migration from rural areas, economic inequality, and barriers to accessing the established healthcare system leave many families without consistent access to trained providers, clinics, or essential medicines.

These challenges can disproportionately affect children, women, migrant workers, unregistered residents, and families living on the economic margins of the city.

Without early access to care, otherwise preventable or treatable conditions can become substantially more serious. Community needs include maternal and infant healthcare, untreated dental disease, malnutrition, anemia, chronic pain, and common infections.

For some patients, a visiting medical mission may represent one of their few opportunities during the year to receive care from a trained healthcare professional.

Our Work

International Medical Relief has served the people of Cambodia since 2012, deploying hundreds of volunteer medical, surgical, dental, and public-health professionals throughout Phnom Penh and multiple Cambodian provinces.

In Phnom Penh, IMR's work focuses on providing comprehensive, patient-centered healthcare to communities that can be overlooked within a rapidly growing urban environment.

Mission activities may include:

  • Direct clinical care
  • Primary and preventive healthcare
  • Dental care
  • Community health education
  • Hygiene and sanitation education
  • Public-health initiatives
  • Patient education
  • Collaboration with local healthcare professionals
  • Community-based health initiatives

IMR's approach combines immediate patient care with education and partnerships intended to create a more sustainable impact.

This Mission

IMR will partner with Cambodian leaders, healthcare professionals, community organizations, and government partners to expand access to healthcare and preventive-health education for underserved populations in and around Phnom Penh.

Although Cambodia's capital is home to major hospitals and medical institutions, access to those services is not equal. Financial, logistical, and systemic barriers can prevent vulnerable residents from receiving timely healthcare.

Through community-based clinics and education, volunteers will work alongside local professionals to help address immediate patient needs while supporting broader efforts to strengthen local healthcare capacity.

Volunteer Roles & Responsibilities

Specific responsibilities will depend upon the volunteer's professional credentials, experience, IMR's needs, and the clinical scope authorized for the mission.

Healthcare volunteers may participate in patient assessments, primary and preventive care, treatment of appropriate acute and chronic conditions, maternal and child health services, dental care where appropriately credentialed, patient education, and community health initiatives.

Public-health and other volunteers may assist with health education, hygiene and sanitation initiatives, patient support, clinic operations, community engagement, and other activities assigned by IMR.

All healthcare professionals must practice only within their credentials and the scope authorized by IMR and applicable local requirements.

Sustainable Impact

IMR's goal extends beyond providing several days of clinical services.

The organization works alongside local providers and community partners to strengthen healthcare knowledge, improve preventive-health practices, and build local capacity.

This work supports several United Nations Sustainable Development Goals, including SDG 3 - Good Health and Well-Being, SDG 6 - Clean Water and Sanitation, SDG 8 - Decent Work and Economic Growth, and SDG 17 - Partnerships for the Goals.

Lodging & Transportation

This is an IMR Classic Trip.

Volunteers will stay in simple, safe, clean and comfortable 2-star accommodations in Phnom Penh. The lodging is designed to provide an affordable and practical home base during the mission.

IMR arranges all transportation to and from clinic locations, utilizing professional drivers and safe vehicles.

The accommodations also provide convenient access to Phnom Penh, including the Russian Market and other nearby attractions.

Volunteers interested in upgraded accommodations should review IMR's separate Signature Trip options.

Potential Phnom Penh experiences include the Royal Palace, Silver Pagoda, Central Market, Russian Market, and Mekong River.

For volunteers interested in understanding Cambodia's modern history, the Tuol Sleng Genocide Museum and Choeung Ek Killing Fields provide important historical context surrounding the experiences and resilience of the Cambodian people.

Friday, 01/29/2027 is designated as the team's free day.

Optional Trip Extension

Volunteers traveling to Cambodia may choose to extend their stay through an optional post-mission experience.

Potential extension activities include:

  • Sunrise or sunset at Angkor Wat
  • Visiting the floating villages of Tonlé Sap Lake
  • Exploring Cambodian markets
  • Participating in a Khmer cooking class
  • Traditional Apsara dance experience
  • Cambodian cuisine and cultural activities
  • Exploring local night markets

The extension is separate from the primary medical mission and provides volunteers additional time to experience Cambodia after completing their service.

Mission Contribution

The mission is advertised at an Early Bird price of $1,900 for volunteers who register before 10/26/2026, a savings of $200 from the regular mission contribution.

This is an unpaid volunteer humanitarian mission, not a paid locum tenens or healthcare assignment.

The mission contribution supports IMR's global relief and capacity-building efforts. Volunteers should confirm directly with IMR exactly what is included and any additional expenses associated with airfare, meals, vaccinations, insurance, personal expenses, optional activities, or trip extensions.

Important HPA Healthcare Notice

HPA Healthcare is sharing this opportunity with our healthcare practitioner network for individuals interested in international humanitarian service.

HPA Healthcare is not the sponsor, organizer, operator, employer, staffing agency, or administrator of this mission. The mission is organized and administered by International Medical Relief.

Participation is entirely voluntary and independent of any employment, independent-contractor, locum tenens, or other professional relationship with HPA Healthcare. Participation or non-participation will not affect eligibility for HPA Healthcare assignments.

International Medical Relief and its local partners determine volunteer eligibility, credentialing requirements, clinical responsibilities, permitted scope of practice, mission fees, travel requirements, lodging, transportation, insurance, safety protocols, and all other mission operations.

Healthcare professionals should not assume that malpractice or other insurance associated with an HPA Healthcare assignment extends to international volunteer activities. Participants should confirm directly with IMR what professional liability, travel medical, emergency evacuation, and other insurance coverage is provided or required.

About International Medical Relief

International Medical Relief organizes humanitarian medical missions that bring healthcare professionals and other volunteers together with local partners to serve vulnerable and underserved communities.

In Cambodia, IMR has been working since 2012 to combine direct patient care, preventive medicine, dental services, health education, public-health initiatives, and long-term partnerships.

For the Phnom Penh team, the goal is not simply to provide four days of care--it is to work alongside local partners in a way that supports healthier communities and a stronger local healthcare system long after the mission concludes.
